chore: submit_plan never sets plan_status, permanently blocking approve_plan - #800
Conversation
…he implementer's own session ended without doing so — their test run was backgrounded and never checked, which the instructions specifically warn against). Results: - `cargo build` — clean, exit 0. - `cargo test --bin agentflare plan` — **35/35 passed**, including both new/updated tests (`create_accepts_plan_required_with_plan_asset_id_and_no_assignee`, `update_accepts_plan_required_with_plan_asset_id_and_no_assignee`). - `cargo test --bin agentflare mcp_server::tests::item_tests` — **95/95 passed, 0 failed** (broader regression check across the whole item module). I also manually traced the exact live-incident reproduction (item #281's workaround: `item update` resending `plan_required`/`plan_approver`/`plan_asset_id` plus a caller-supplied `plan_status: "pending"`) through the new `merge_submitted_plan` code path and confirmed it now correctly lands on `plan_status: "pending"` — `strip_plan_transition_fields` still discards any caller-supplied `plan_status` (preserving the CodeRabbit-flagged security invariant that only `submit_plan`/`approve_plan`/`reject_plan` set it), but `merge_submitted_plan` then re-derives `pending` itself whenever a `plan_asset_id` is present with no stored status — exactly matching the reported symptom. Root-cause diagnosis is solid and grounded in real code inspection: `item_create`/`item_update` accept `plan_asset_id` (top-level field or embedded in `metadata`) purely as claimability-check bypass evidence, but previously never actually wrote `plan_status: "pending"` to pair with it — unlike `item_submit_plan`, which unconditionally does. Scope is minimal (`item.rs`, `types.rs`, `item_tests.rs` only), the `UpdateItem`-replaces-wholesale hazard is correctly handled by seeding from the DB row before patching, and the schema description was updated to match the new behavior. One minor, non-blocking observation for future consideration (not a spec violation — outside the reported bug's scope, and `submit_plan` remains the canonical resubmission path): `merge_submitted_plan` leaves an existing `plan_status` untouched if already present, so re-attaching a *new* `plan_asset_id` via `update` on an item currently sitting at `plan_status: "rejected"` won't reset it back to `"pending"` the way a real `submit_plan` call would (it also doesn't clear `plan_rejection_reason`). Worth a follow-up if that workflow ever comes up in practice. Reset the plan status when the top-level plan_asset_id changes.
item_update merges the new asset into the stored metadata. merge_submitted_plan preserves an existing "approved" status, so the replacement asset can pass the plan gate without approval. Treat an asset change like item_submit_plan: set plan_status to "pending" and clear plan_rejection_reason.

CI's fmt check was the only red check on PR #800; the if/else inside Some(...) needed rustfmt's wrapped form.
