…by a gate label The merge sweep counted the skip and moved on, so a PR gated by needs-manual-dispatch sat green and approved with no signal. Split gate_label out of already_gated_or_in_flight and send one human notice naming the label. Require the approval label before sending this notice.
PrCiStatus::Passing does not require PR_APPROVAL_LABEL, and the caller maps it to CiGreenMerge::Allowed. When the label is missing and the item has a gate label, this branch can send a notice that says the PR is approved and attributes the merge block to the item gate. The missing approval label still prevents a merge. Add !label_missing to the notice condition.

Skip the gate notice while an item job is in flight.
already_gated_or_in_flight enters this branch when either a gate label or an active job is present. If both are present, CiGreenMerge::Allowed does not exclude the active-job case, so the notice can attribute the delay to the gate while repair is still in progress. Check that no job is in flight before sending it.

Key the notice by PR number as well as item ID.
If a closed PR is requeued and the same item later opens another gated PR, the first notice consumes this item-only key. The new PR receives no notice. Include number in the key so each PR can receive its own one-time notice.

Closing: partly superseded, and not mergeable as is (conflicts with master in src/supervisor.rs and src/worktree/mod_tests.rs since 2026-10-05; the supervisor's repeated conflict notices did not resolve it). Landed via #856 (item #341, merged 2026-10-05): the notice for a green, approved PR held only by a gate label, and deferring a repair dispatch when another worktree holds the PR's branch. Not landed, and kept as a narrow follow-up (item #352): classifying a collision that slips past the deferral so it does not count toward the dispatch-failure caps or set needs-manual-dispatch. This branch (task/339-repair-dispatch-a-worktree-collision-cla) stays on origin as a reference for that. |
Tells someone when a green, approved PR is not merging only because its item carries a gate label, for item #339 (part 3). Part 2 of that item is deliberately left open, see the end.
Problem
On PR #849 the supervisor's CI-green handling skipped the merge and the review-repair because the (duplicate) item carried
needs-manual-dispatch. The skip was only counted (result.skipped += 1), so a green, approved, mergeable PR sat there with nothing telling a human why.Change

"A worktree-collision claim failure must not count toward the dispatch-failure cap or set
needs-manual-dispatch." Not done on purpose: the cap is what stops a dispatch that fails instantly from re-firing on every discovery tick, so simply not counting collisions would turn one into an unbounded one-second failure loop. Doing it safely means routing the repair to the branch's owning item, which is a design change inorphan_reconcileand deserves its own review. #852 already removes the main source of collisions (the duplicate item PR discovery used to create).Authored for item #339 via agentflare.
