Closing as superseded: the same Jev-backed decision layer landed via #851 (merged 2026-10-05, branch task/701). Every file this PR adds (src/decide/, src/cli/decide.rs, src/optimize/jev_router.rs, src/skill_rerank.rs, src/agent_model.rs, src/work_item_pipeline/judge_shadow.rs) already exists on master, and master has since evolved those files further (#877). The PR's patch no longer applies cleanly, which is expected from that drift, not missing content. This is the older task/338 branch of the same work. Reopen if you believe a hunk is missing.
