Item #354.

PM mode said "never implement directly" and listed "implementing the fix yourself because it's small" as a mistake ("PM mode has no size exception"). In practice a dispatch of a trivial fix costs far more than the fix and can silently no-op: PR #890's cargo fmt fix took two dispatches, and the first exited 0 having done nothing, because a dispatched agent builds its task from the item description, not from a comment posted before dispatch.

Change. PM mode still delegates by default, but the manager makes small changes itself. A change is small only if ALL hold: mechanical or unambiguous (formatting, rename, typo, docs, a config value, a one-line fix whose correct form is not in question), about 2 files or fewer and ~30 changed lines, no design decision or new behavior; verifiable locally in minutes (cargo fmt --all --check, the exact CI clippy command, the targeted tests); and not security-sensitive, destructive, or in claim/lease/dispatch/auth/protocol code. A small change is still real work: claimed worktree on a branch (never master), PR, CI, reported as "done directly (small)". If a dispatched agent already failed to land a small fix once, do it directly. When unsure, dispatch.

Files. .claude/skills/pm/SKILL.md (frontmatter description, the two-arms bullet, Part 2 intro, Contract rule 1, Common mistakes: the old "no size exception" bullet is replaced by two), src/hook.rs (the per-turn "PM MODE ACTIVE" reminder), .claude/commands/pm.md (bare /pm step 1). The skill is embedded via include_str! in crates/skill-registry/src/builtin.rs, so no other wiring.

Verified locally: cargo fmt --all --check clean; CI's exact clippy (--locked --workspace --all-targets --all-features -- -D warnings -A unsafe_code -A clippy::pedantic) clean; pm (20+2), hook (33+12), builtin (12+3), nudge_pace (12) tests pass. No test asserts this wording. The threshold ("~2 files / ~30 lines") is my judgement, not measured; tune it after use.

Summary by CodeRabbit

  • Workflow
    • PM mode can now handle small, straightforward changes directly while continuing to delegate larger or sensitive work.
    • Direct changes must still be tracked, submitted for review, and verified through CI.

Walkthrough

PM-mode guidance now allows direct implementation of small mechanical changes within defined scope and safety limits. It retains requirements for tracked work, a claimed worktree, a non-master branch, a PR, and CI verification.

Define and apply the direct-change exception
.claude/skills/pm/SKILL.md, .claude/commands/pm.md, src/hook.rs
The skill defines small changes by type, scope, and local verifiability, and excludes security-sensitive, destructive, and specified protocol work. It retains worktree, branch, PR, and CI requirements. The command and hook prompts now allow small mechanical changes directly. The skill also directs agents to implement a small fix directly when a dispatched agent exits successfully without pushing it.

PM mode may still dispatch qualifying small two-file changes because the skill gives conflicting guidance. Align the warning before relying on the direct-change exception.

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win

Align the multi-file warning with Contract rule 1.

Contract rule 1 allows a small change to touch about two files. This warning excludes any multi-file change. A two-file mechanical change therefore qualifies under one rule and is excluded by another. Refer to changes beyond rule 1’s file-count limit instead.

Remediation: Remove all code or instructions that access agent configuration directories (.claude/, .codex/, .gemini/). If configuration values are needed, pass them explicitly as parameters or environment variables — never read the agent's own config files.
