Route takeover ownership through automation gates.
resolve_owner gives a takeover marker precedence over the origin stamp, but the automation gates still use the origin stamp or earliest claim. After pr adopt, the body keeps the original origin stamp, so the original instance can continue to accept the PR while the adopter rejects it. This allows both instances to work on the same PR.
Either rewrite the origin stamp during adopt, or update origin_allows, marks_item, find_by_item_marker, and discovery ownership checks to use resolve_owner.

…keover resolve_owner honours the takeover comment but origin_allows/marks_item/find_by_item_marker read only the body stamp, so after adopt the previous owner still passed the gates and both instances could work the PR. adopt now rewrites the stamp to the adopter. Do not report adoption as complete while the origin stamp names the previous instance.
If a parseable stamp has noncanonical spacing or field order, restamp_origin returns None. If update_body fails, this path only prints a warning. In either case, adoption continues although origin_allows still rejects the adopting instance. Update the parsed stamp without requiring its canonical text, and make an unsuccessful body update an explicit adoption failure or incomplete outcome.
