chore: Land flare-consensus + flare-consensus-proxy crates (rebased from feat/flare-consensus-engine) - #899
Conversation
Ported from ai-consensus-core (MIT, entropyvortex/ai-consensus-core) for the Suprmind-style "run a question through several frontier models, watch them debate to consensus" feature planned for flare-desktop. Round scheduling, phase prompts, confidence extraction, stats (consensus score, pairwise disagreement detection), early stopping on convergence, and optional judge synthesis are a faithful port. The tool-calling loop was dropped as out of scope for now. ModelCaller is the crate's only extension point, meant to be backed by flare-proxy (already wired to Anthropic/OpenAI/Gemini/xAI/Perplexity/etc) rather than new per-provider code. Event delivery mirrors flare-workflow's EventBus/EventSubscriber pattern so flare-desktop can forward a live run to a Tauri UI. 54 tests (ported from ai-consensus-core's parser/stats suites, plus new engine-level coverage against a stub ModelCaller), clippy clean. Bridges flare_consensus::ModelCaller to flare-proxy's in-process Anthropic-shaped router, so the consensus engine can call Anthropic, OpenAI, Gemini, xAI, Perplexity, etc. through flare-proxy's existing provider plumbing instead of new per-provider HTTP code. flare-proxy needed two small additions to make this possible: - router_with_config(ProviderConfig) alongside router(): router() is hardcoded to ProviderConfig::from_env() (one active model per MODEL/MODEL_OPUS/MODEL_SONNET/MODEL_HAIKU role), which doesn't fit consensus's shape of several simultaneous explicit provider/model pairs, one per participant. - providers::provider_entry(prefix), exposing the (previously private) registry lookup from_env() already uses internally, so callers building a custom ProviderConfig reuse the registry's base URLs and api_key_env names instead of duplicating them. flare-consensus-proxy itself builds the Anthropic Messages request body from a ModelCallRequest, calls the router in-process via tower::ServiceExt::oneshot (verified against the actual vendored axum 0.8.9/tower 0.5.3 source, not from memory), and incrementally parses the Anthropic SSE response stream to reconstruct content + usage while forwarding each text delta to ModelCallRequest::on_token. Request-building and SSE parsing (including a chunk-boundary-split case) are fully unit tested against synthetic input — no live network calls from tests. The full FlareProxyModelCaller::call path is not exercised by a test since that needs either a real provider key or env-dependent assertions, neither of which belongs in a test suite. Wiring this into flare-desktop's Tauri commands is the next step, in that repo. Reject duplicate model_id bindings.
FlareProxyModelCaller::new accepts duplicate model_id values and creates duplicate exact routes. ProviderConfig::resolve_model returns the first matching route. If two participants use the same model_id with different upstream models, both requests use the first binding's upstream model.

Check exact model IDs before keyword fallback.
FlareProxyModelCaller::new registers one route per binding, and build_request_body forwards ModelCallRequest::model_id unchanged. When bindings contain opus and team-opus, resolve_model("team-opus") checks the opus keyword route first. The request can therefore use the opus provider and upstream_model instead of the exact team-opus route. Search for an exact route before applying keyword fallback. This preserves keyword routing and does not require rejecting duplicate IDs.

Limit the error-body read size.
On a non-success status, this code reads the error body with usize::MAX and embeds the full body in ModelCallError. An upstream provider can return a very large error body. The whole body is then buffered in memory and copied into consensus results and events. Cap the read size and truncate the message.

Bound each SSE line before buffering it.
line_buf can grow without limit when chunks contain no newline, and rposition rescans the accumulated buffer on every call. The proposed check after drain does not catch an oversized complete line because drain removes it first. Check each line before extending line_buf, then stop immediately when the limit is exceeded.

Mark the run as aborted when cancellation happens during a round.
The loop checks cancellation only before each round starts. If cancellation happens during the last round, the loop ends normally. stop_reason then stays MaxRounds (or becomes Converged). The round result can also be partial, because run_round stops early. This contradicts the documented contract that a mid-run cancellation produces stop_reason: Aborted. The judge branch is the only later check, and it runs only when a judge is configured. After run_round returns, check the cancellation token and set Aborted before the convergence logic.

Serialize token publication before completion events.
token_sink spawns token publication and returns immediately. The model call can then finish and publish ParticipantComplete, RoundComplete, or FinalResult before the token task calls publish. A per-subscriber FIFO queue cannot repair this earlier ordering gap.
Synchronously enqueue tokens into the same ordered EventBus ingress used by publish. Then deliver that ingress through one FIFO queue and worker per subscriber.
Suggested fix
- tokio::spawn(async move {
- events
- .publish(make_event(round, participant_id, token))
- .await;
- });
+ events.enqueue(make_event(round, participant_id, token));Implement enqueue as a synchronous enqueue into the ordered ingress shared with publish. Keep one FIFO queue and worker for each subscriber.

Update EventBus::publish to route events through a shared ordered ingress,
delivered by one FIFO queue and worker per subscriber. Add a synchronous enqueue
operation and have token_sink enqueue token events before returning, so
completion events cannot overtake them.

Find the marker in the original text, not in the lowercased text.
idx is a byte offset into text.to_lowercase(), but the code uses it to index text. Some characters change byte length when lowercased. For example, İ is 2 bytes but lowercases to 3 bytes. If such a character comes before the marker, the offset points to the wrong place. The parse can then fail, or text[start..i] can panic on a char boundary. Model output can contain these characters. Search case-insensitively on text itself, for example with to_ascii_lowercase, which keeps byte lengths unchanged.

Update extract_marker to use byte-length-preserving ASCII case normalization
when searching for prefix, so the resulting index safely corresponds to the
original text. Keep the existing marker parsing behavior unchanged.

Keep lower-trust content out of system prompts.
When a later non-blind participant runs, run_round passes earlier model output to build_participant_system_prompt. flare-consensus-proxy sends that string as the provider's system field. The --- markers are plain text, so response content can include marker text or instruction-like content and can influence the later model's system-level behavior.
Move previous responses into the participant user content. Keep the system content limited to the persona and fixed phase instructions. Move the debated question out of the judge system prompt and include it with the final responses in the judge user content. Named tags and a data-only instruction can provide defense in depth, but they do not create a role boundary while the content remains in the system string.
The final responses already go through the judge's user content. They can still prompt-inject the judge, but they cannot impersonate a provider-level system message in the same way.

router() now reads the environment before the registry refresh.
Before this change, ensure_fresh_registry() ran before ProviderConfig::from_env(). router() now calls from_env() first, and from_env() resolves prefixes through registry::find. On the first start, a prefix that exists only in the refreshed registry now falls back to default_free(). The comment on lines 32-34 also no longer describes the actual order. Call the refresh in router() before from_env().

Lands the multi-model consensus engine (flare-consensus, ported from ai-consensus-core, MIT) and flare-consensus-proxy, rebased onto current master; supersedes the stale feat/flare-consensus-engine branch. Adds flare_proxy::router_with_config and providers::provider_entry. No consumer yet (planned for flare-desktop). Verified: cargo test (54+7+103 pass), clippy -D warnings and fmt clean. Review follow-ups, not fixed here: (1) FlareProxyModelCaller ignores ModelCallRequest.cancellation, so in-flight HTTP is not aborted on cancel; (2) SSE error events are not handled, so a mid-stream upstream error can yield Ok with empty content and confidence 0 instead of an error.
