Agent limits currently apply to individual subprocesses, so fan-out, retries and resumed workflows can each receive a fresh allowance. Add opt-in shared workflow budgets through the existing JSON/native workflow engine and headless hooks.
Budget configuration supports a dollar ceiling plus per-call reservation, an invocation reservation limit, and a wall-clock deadline. Reservations commit before dispatch in a separate transactional table in the existing workflow database. Independent connections share the balance, and step snapshots or recovery cannot refill it. Known unused cost is reconciled; missing/interrupted usage keeps its reservation. Work-item job retries cannot silently replace terminal or unavailable budgeted runs with new allowances. Budgeted runs carry versioned resume identities that older executors reject.
Reuse the current CLI, MCP, schedule/App send hooks, subprocess timeouts, workflow state/journal, and evidence reports. Claude launches receive the allocated cap while preserving stricter caller caps; unsupported dollar-budget providers and argument delimiters fail before launch. Queued launches recheck the deadline, and normal/loop/rollback executor timeouts are clamped. No new dependency or database file.
Move step retry execution into
engine_execution.rsto keep the engine under the repository's file-size limit. Also fix the existing Unix lease probe exposed by macOS master CI: only ESRCH proves a holder is gone. Permission denial or an unprobeable PID preserves the lease. Reuse the installed libc dependency and existing live-PID/dead-child recovery regression.
Provider-reported cost is an estimate, not a verified bill. Claude resumed totals include earlier calls, so resumed invocations retain their full reservations until per-call usage can be established. Zero-cost error receipts also remain unknown. See Claude cost tracking. Command/tool calls are not separately priced as provider sends; custom Rust send hooks must honor the allocation contract. Optional judge shadow calls are skipped for budgeted work items because their API cannot enforce an allocation.
Evidence-report PR #924 is merged. The refinement controller remains in draft PR #920.
Expired rollback deadlines now journal a failure for every affected compensation and still settle cancellation. A paused-run regression reproduced the error before the fix and passes afterward.
Validation:
cargo test -p flare-workflow: 146 passed, including 12 shared-budget regressions.cargo fmt --all --checkandgit diff --check: passed.Deterministic fixtures cover independent connections, stale snapshots, retries, fan-out, loops, recovery, side effects after deadlines, changed native policies, automatic allowance resets, provider caps and report projection. The first ledger regression run reproduced $1.20 reserved against a $1 ceiling and stale-snapshot refill before the transactional fix. No paid agent calls or private transcript scans were performed.
