fix(hooks): chain to repo's own git hooks and skip stamping during rebase/merge/cherry-pick - #959
.githooks/* now chain to the repo's own .git/hooks/* (core.hooksPath previously hid them), propagating failures and replaying stdin for pre-push / reference-transaction.
prepare-commit-msg skips provenance stamping during rebase, merge and cherry-pick.
Fixes the reference-transaction exit status for a local veto.
Adds scripts/test-githooks-chaining.sh (17 checks, all pass locally).
Idea source: git-lrc hook dispatcher (behavior only, no code copied).
Summary by CodeRabbit
New Features
Repository-local Git hooks can run alongside project hooks for commits, merges, pushes, and reference updates.
Hook arguments and input are preserved where applicable, and enforcing hooks can stop an operation when they fail.
Bug Fixes
Commit-message provenance stamping is skipped during rebases, merges, and cherry-picks.
Post-commit hook failures do not interrupt completion of a commit.
Push and reference-update checks continue to receive their original input when local hooks run.
…uring rebase/merge/cherry-pick
core.hooksPath=.githooks hid <git-dir>/hooks, so pre-existing local hooks never ran. Each installed hook now execs the local one (stdin buffered for pre-push/reference-transaction); prepare-commit-msg skips stamping while rebase/merge/cherry-pick is in progress.

Walkthrough
Git hooks now chain to eligible repository hooks with hook-specific failure handling. Push and reference-transaction hooks capture and replay standard input. Prepare-commit-msg skips provenance stamping during rebase, merge, and cherry-pick operations. A Bash test script checks chaining, input replay, and these state-dependent behaviors.
Commit hooks invoke eligible local hooks and apply their specified failure behavior. Prepare-commit-msg skips stamping during rebase, merge, or cherry-pick. Tests cover the commit-hook paths.
Push and reference-transaction input handling .githooks/pre-push, .githooks/reference-transaction, scripts/test-githooks-chaining.sh
The hooks capture standard input for local-hook chaining and their own processing. Reference-transaction failures propagate in preparing and prepared states and are ignored in other states. Tests cover input replay and failure handling.
The previously reported hook-chaining issues are resolved, with no remaining merge-blocking risk identified.

… veto in the preparing state
Address CodeRabbit on #959: a custom local pre-merge-commit need not call pre-commit, so the merge hook no longer suppresses the local pre-commit chain; git >= 2.46 also aborts on a non-zero exit in the preparing state.
