chore(gocd): bump gocd-jsonnet to v3.0.10, dropping the us2 pipeline - #524

us2 is being decommissioned. gocd-jsonnet removed the region from pipedream in v3.0.8 (getsentry/gocd-jsonnet#102), so this bump stops rendering deploy-<service>-us2. v3.0.10 also removes prod-control (getsentry/gocd-jsonnet#104), which is already gone from these pipelines. Also drop the us2 entry from region_pops; it fails to render against the new library.
