What is this PR

New release action.

New algorithm:

1. Set new version (depending on the parameter we increment the version)
2. Build and publish new release
3. Set next development version (Ex.: release 7.0.0 -> next dev version 7.0.1-b1)

Build on each push in main or manually

New PRs are not so often. It's convenient to have a version to test, so here we update "Release Candidate" release with latest build.

1. Build release
2. Increment build version (1.2.3-b4, 1.2.3-b5, 1.2.3-b6 ...)
