Add the Chromium Control Canvas extension under extensions/chromium-control-canvas

@aaronpowell Thank you. I resolved the outdated comments and added the screenshot as extensions/chromium-control-canvas/assets/preview.png, matching the format from #1987. Once that PR merges, it should get picked up.
