Cannot migrate to an empty repository ERROR

Magic directive fails with the following exception: Cannot migrate to an empty repository. Follow the steps in "Make the Initial Push."
Since there's no evidence to the documentation of the Initial Push, we had to manually edit moe db json file to specify initial equivalence of both private and public repos revisions. After this is done, flow succeeds.
