Distributions with a config server and configs now fetch their config and write it to the provisioned media, not only FFU distributions. FFU distributions keep writing startimage.yaml; other distributions write bootconfig.yaml. writeConfig removes the other mode's file before writing, so a stale file cannot change the boot mode. Adds Configuration.NeedsConfig, and config.New is now the only place where an empty --conf_track defaults to the image track. PiperOrigin-RevId: 990491117
