Use rules_qemu for cross-architecture generators - #16567

Conversation
Use the released rules_qemu module [1] and its public user toolchain for cross-architecture seccomp generation. Register the four existing host and target pairs and run the generator directly through the selected emulator. Native generators and the fastbuild stub run directly. Remove the Debian archive extraction and host-specific emulator aliases. Audit the user toolchain's complete emulator archive family through Bazel's repository mappings. Bind each archive to QEMU's upstream notice [2], since the packaging repository's MIT license does not cover QEMU.
