First step toward the `bind_lang` layout: `bind_lang/` holds language-agnostic binding infrastructure that JNI Bind (`implementation/`, eventually `jni/`) and Proto Bind (eventually `proto/`) both build on. Code in `bind_lang/` must never depend on `implementation/`. This is a pure move plus path updates (includes, BUILD labels, include guards, and CMake). The `jni::metaprogramming` namespace is renamed in a follow-up. Package visibility in `bind_lang/metaprogramming/BUILD` remains constrained to `//third_party/jni_wrapper:__subpackages__`.
