Follows the move of `metaprogramming/` into `bind_lang/`. Code in `bind_lang/` is language-agnostic and must not live in `namespace jni`. * `namespace jni::metaprogramming` declarations and fully qualified uses become `bind_lang::metaprogramming`. * Unqualified `metaprogramming::` uses from inside `namespace jni` are qualified as `bind_lang::metaprogramming::`. * `jni_bind.h` aliases `jni::metaprogramming` to `bind_lang::metaprogramming` so external `:jni_bind` callers require no changes. * Changed lines are re-wrapped with `clang-format`.
