To repro, you need to install the prerequisites and then issue the cmake invocation of the worker you are investigating.

For prerequisites, please refer to the buildbot initialization script.

Briefly:

• for ml-opt-dev-x86-64, you just need the TENSORFLOW_API_PATH part
• for ml-opt-rel-x86-64, you just need the TENSORFLOW_AOT_PATH part
• ml-opt-devrel-x86-64 is both of the above.
