Manually Update Dependencies #1563
Description
#1464 won't work because it's upgrading the docs python version, which isn't yet supported because of Sphinx. We'll need to manually update the dependencies omitting this change.

This will involve dropping support for py3.7+py3.8 which are end of life at this point
