feat: add manage rights to fun for queues

This pull request updates the per-queue Service Bus authorization rule created by AzureEventHandler to grant Manage rights in addition to Listen and Send. This change is necessary for Azure Functions scale controller to access queue-length metrics via the Service Bus management API, preventing 401 errors and degraded scaling behavior. The rule name remains unchanged to avoid rotating SAS keys.

Service Bus Authorization Rule Enhancement:

• The per-queue authorization rule now grants Listen, Send, and Manage rights instead of just Listen and Send, ensuring the Functions scale controller can read queue-length metrics for scaling. [1] [2]
• Documentation and code comments in main.ts and types.ts are updated to reflect the addition of Manage rights to the authorization rule. [1] [2]
• The rule name remains listen-send for backward compatibility, as renaming would rotate the SAS keys and impact consumers.
