新增 .agents/notes/fork-feature-flow.md，收口功能分支 → 承载分支 → 上游 PR → main 的步骤、命令、冲突处理与验证矩阵； 流程文件只写要做什么（禁令集中在「禁止事项」一节），AGENTS.md 只保留「何时读这个文件」与三条固定事实。
The devtools capability test waited only for the server-side tool registration, then immediately looked up the hello.ok ack frame in the client's frame list. The ack is delivered asynchronously, so the find could run before the frame arrived and the assertion saw undefined (intermittent CI failures on main and on the release branch). Wrap the lookup in waitFor so the assertion polls until the ack frame arrives.
CHANGELOG 的 latest 段按发版流程改名为 v0.1.7（条目内容不动）； 根包与扩展包、Chrome/Firefox 清单版本推进到 0.1.7，桥插件包推进到 0.0.10； AGENTS 里 fork 版本号的事实描述同步到 v0.1.7。
