• define EventRelay's Vercel deployment inputs in one reviewed manifest
• classify every PR file, including previous paths for renames, before waiting for a preview
• fail closed and require a preview if GitHub's capped PR file listing is incomplete
• keep exact-preview E2E fail-closed for deployable changes while reporting non-deploying PRs as not applicable
• preserve the full live E2E suite for pushes to main

A not-applicable result means no PR-specific deployment exists to probe; it is intentionally distinct from ALL TESTS PASSED.
