Bumps wrangler from ^4.93.0 to ^4.147.0 in
packages/webandpackages/bot. Also commits the installed better-ui and emil-design-eng agent skills andskills-lock.json.npm testpasses (194 tests), andwrangler deploy --dry-runbuilds.npm run deploy).Note: earlier "Failed to publish your Function" errors on Pages deploys turned out to be an intermittent Cloudflare flake, not the wrangler version. This bump is routine maintenance.
