Base does not depend on timeobjects and content - they depend on base.

@powercycle We released content and timeobjects so they now install their own registry snippets only when they are actually there This solves the problem accessing the config screen when they are absent. Please test, I think your PR is no longer needed. |

The following packages are needed in base to complete an installation:
horde/timeobjects
horde/content
This fixes that.
