PR checks currently repeat investigation and reports for submissions that already received feedback and are waiting for an author response. Keep unchanged waiting PRs out of default reports, and resume from an ignored
tmp/s1mb-pr-check.mdindex after checking lightweight remote activity.Record reviewed revisions, feedback links, evidence and next review triggers. Recheck affected changes when heads, substantive discussion, relevant CI or schemas change, and allow explicit requests to include waiting PRs. The local status file remains uncommitted; existing authorization and contributor etiquette rules are preserved.
