Adds measurable benchmark scenarios, saved local results, and a small gateway dashboard. This also fixes cache identity so repeated model inputs can actually hit the cache, and adds a router strategy switch for round-robin vs load-aware comparisons.\n\nChecked locally:\n- python -m pytest -q\n- python -m py_compile bench/run_scenarios.py bench/run_bench.py gateway/app/.py worker/app/.py training/train_text_model.py\n- python bench/run_scenarios.py\n- local smoke test for /dashboard, /predict, /metrics, and /workers
