What changed

• added typed gateway and worker settings modules for env parsing
• moved gateway and worker entrypoints onto settings objects while preserving existing env names
• added tests for worker URL parsing, cache toggle behavior, router strategy, timeout validation, worker runtime env, and invalid worker settings
• added Ruff config, dev requirements, CI lint, CI compileall, and kept pytest plus Docker builds
