Updates the CLI guide for core 3.4.1 to match core docs/ota.md and docs/shadow.md: inf ota assign uses ota:request with an account login when a provider is set, the addon token sets desired.ota.version and is limited to reported.ota, inf plugins rotate, and the 256-event per-namespace resume window with sync resync.
