Parse and generate vvc1/vvi1 codec strings: general_profile_idc, general_tier_flag (L/H) and general_level_idc (level = level_idc/16 major + /3 minor, verified against the MC-IF VVC guidelines Table 7-4). The optional constraint (C), sub-profile (S) and output-layer-set (O) fields have a complex bit-packed encoding that is not freely specified, so they are preserved verbatim for round-tripping rather than decoded. Wired into codecInfoFactory via the vvc/vvi prefixes.

mainafter H.265 landed (supersedes the stacked #6). Adds vvc1/vvi1 parsing and generation: general_profile_idc, tier (L/H) + general_level_idc (level = idc/16 major + /3 minor, verified vs MC-IF Table 7-4). Optional constraint (C) / sub-profile (S) / output-layer-set (O) fields are preserved verbatim (their bit-packed encoding isn't freely specified). 31 tests; full suite 152 passing.feat:→ minor bump (0.3.0).
