docs: re-score ADC ArchitectureScorecard + reconcile backlog

Re-score of the MMCA.ADC scorecard (workflow run wf_14d2bbf2-1f1, 38 agents, no failed units), evidence at MMCA.Common 1.217.0 and ADC HEAD 2140ebd1.

Score changes

• Section 22 Responsive & Cross-Browser: M4/I7 -> M3/I7. The cross-browser recency gate is the only automated check; responsive layout, reflow and density are review-enforced (user-approved).
• Section 12 stays M3/I9 (a proposed M4 was rejected by the adversarial verifier: k6 is still monthly, the deploy gate checks recency only).
