Full /update-onboarding drift sweep against MMCA.Common cd0026df and MMCA.ADC 024e4a98.

• Types: 5,042 to 5,234 (+205 added, -13 removed, 581 body changes).
• Mechanical (no model): 3,589 citations remapped (+18 by residual text match), 609 sections repacked, 4 anchors rewritten.
• Re-authored from source: 168 parts: 148 section parts, 13 group overviews, the per-project test rollup, the 5 devops chapters (aspire, cicd, iac, runbooks, testing; testing now also covers MMCA.Common/.github/workflows/load-tests.yml) and CONCEPT-MAPS.md (maps 8, 9 and 11 updated for the per-engine data source strategy, AuthSessionIssuer and the same-origin proxy).
• Citation fix pass: a scan found 299 short-form File.cs:N cites past end-of-file in 56 parts; a 70-unit fix pass took that to 0. verify.ps1 now checks this form (harness commit cc2e6be).
• Front matter: 00-index.md counts, 00-primer.md ADR rows 128-131, 99-coverage-audit.md regeneration note.
• Governance: the new MMCA.Common.LoadTests assembly routes to G25 Testing & Quality Infrastructure (user-approved classifier rule, no new group).

• verify.ps1 proves a cite is possible, not that it is the right line.
