rework ConeSearch Resource registration

Drop SCS-1.03 section named Resource profile and appendixes related to metadata mapping and import SimpleDALRegExt content that is SCS-related.

Dropping Section 3 and Appendix B from the current ConeSearch-1.1 unreleased draft (see PDF preview on the repo cover) and replacing them with REC-SimpleDALRegExt-1.2 reference(s) looks like a straightforward way to clean the text while aligning with current registration profile.

However, some caution might be needed because SimpleDALRegExt §3.1 (the one devoted to ConeSearch registration) has explicit references to ConeSearch-1.03 ("and before") and ResourceMetadata mappings.

I will propose a Pull Request to solve this issue but it will possibly be in draft state for a while, to be sure there will be temporary consistency between the two standards.

From now on, up to when I push the draft pull request (hopefully not a long time), discussion on this issue can continue here.

I'd say that's Erratum material for SimpleDALRegExt: it's a totally unsurprising change. I think this text was put in in the expectation that the next release of SCS would absorb the text on the Registry. Since 1.1 is a "minimal" <cough> (in whatever sense) maintenance release, that plan changes for understandable reasons.
