This is not used as part of the document build, but it may be useful for implementors testing VOTable 1.6 I/O implementations.

@msdemlei this one's been hanging around for a long time, I'd like to try to merge it (or not). However I don't know how to test whether it's doing what it's supposed to - can that be done locally or does the new docrepo machinery only kick in when the document is actually submitted for publication? |

While MANIFEST.in needs the new-docrepo branch of ivoatex, it
shouldn't hurt anythin. The extra test ought to just work as-is.
So: I don't think there's harm merging this.

Given the sentiment in the comments, of which I also agree with, I would say let's go ahead. If this, for some unexpected reasons, breaks anything we can still fix or revert.

The IVOA is currently phasing in a new document repository that will have a few new features. Some of these require preparation on the side of the documents. This PR will furnish VOTable with these.
