Drillbit already supports accessing private plugins via reading your logged in cookie, but it doesn't support using an API key. This PR adds support for that.
I used legacy-asset:manage permission on the API key b/c that seemed to be the only thing that would work for this. I tried scopes like asset:read / asset:write, but neither worked for downloading.
