Antigravity 的部分公开模型档位共享同一个上游 wire 模型。例如，
gemini-3.8-flash-low/medium/high均映射到gemini-3.8-flash-tiered。此前只写公开模型冷却，兄弟档位可能继续选中同一受限账号；跨实例过滤也只读取公开模型键，遗漏 wire / Gemini family 冷却。
此外，native Gemini
countTokens的非 200 路径未接入模型冷却处理；在默认 round-robin 调度下，新会话及解绑后的 Fresh 选号缺少对在途负载、用量和近期限流历史的综合考虑。本 PR 修复这些冷却路径，并在保留既有会话亲和语义的前提下，为 Fresh 选号增加加权避险，不引入运行时主动会话迁移状态机。

冷却写入与跨实例过滤
antigravity:geminifamily 键。SetModelCooldownUntilAtLeast/MarkModelCooldownUntilAtLeast，为共享 wire / family 键及兼任共享 backing 的公开模型键提供本机锁内的延长保护。countTokens的非 200 路径接入既有冷却分类处理。Fresh 选号加权避险
当 Provider 为
antigravity、调度模式为round_robin且开关开启时，进入 Fresh 选号的请求采用以下策略：保留调度优先级和健康档位的分层顺序；
同层内按分数升序尝试取号：
load：当前并发占用 / 并发上限；usage：归一化后的已用配额；penalty：账号级、进程内的近期限流惩罚，半衰期 60 秒、有效窗口 180 秒、上限 4。同分时使用 FNV-1a + MurmurHash3
fmix64终值混合进行确定性打散；单次加权扫描中，每个候选的 filter 至多求值一次。加权路径接管后不回退重扫；无可用账号时交由上层等待 / 排队。
近期账号级限流会降低同层选号优先级，但不是强制排到全池队尾。共享模型容量不足和账号配额耗尽不额外计入短期惩罚。
渠道透传与隔离
generateContent/streamGenerateContent/countTokens的候选池限定为 AG，因此包括 auto Key 在内均显式传入Provider=antigravity。生效范围与已知限制
remaining_quota/fill_first不启用加权；affinity_mode=off或空亲和键的普通选号路径也不经过加权。更多边界及后续项见设计规格 §8。
配置与回滚
新增
ANTIGRAVITY_BALANCED_AFFINITY，默认开启。设置为
0/false/off/none/no（大小写不敏感）可关闭加权避险，需重启生效；关闭后恢复既有 Fresh 选号路径。冷却写入和过滤修复不受此开关影响。
测试
新增回归测试覆盖：
本地验证命令：
规格记录了既有 image 重试测试在一次全量 race 运行中的偶发失败（归档于 spec §8.13）；如再次出现，应单独分析，不以该既有测试作为阻塞项。
