As a user, I want to be given the option to utilize guided tutorials to learn to use a tool in the software.

Description of work

The software should allow users to go through interactive guided tutorials for core system tools to learn how to use them. The tutorials should support written and/or spoken guidance. The guided, interactive tutorials should may be embedded in some learning modules and/or directly on the tool page. The architecture should be uniform across all of the tools and created for ease of setting up new tutorials.
