Epic: Create a Project Handoff Toolkit #461

Epic

As a user, I want a toolkit that will help me and my team handoff our progress on roadmap tasks to the next team that will take over those tasks.

Description of work

Create a project handoff toolkit with procedures and templates to make handoffs between semesters more manageable. The toolkit should provide clear guidance for best practices in project handoff and templates that implement these best practices.
