Merge the delta into the main opsx-workflow-ui spec (Pinned Workflow Fixtures requirement rotated to the 1.14.1 executable; the two new patch-rotation fixture-proof requirements added) and move the change to archive/2026-10-06-update-openspec-cli-1141 after PR #300 merged (affa059). Loop-schema archive path: 'instructions specs' structurally reports no specs artifact for opsx-collab-pr-loop, so the merge is driven by the validate-verified delta file — the same path the 114-line archive took.

Archives the merged OpenSpec CLI 1.14.1 patch rotation (PR #300,
affa059e):openspec/specs/opsx-workflow-ui/spec.md— the "Pinned Workflow Fixtures Are Executable" requirement rotates to the 1.14.1 executable, and the two new patch-rotation fixture-proof requirements (applyall_donecompletion/archive separation; overlength strict escalation) join the capability.
