Red evidence: identity assertion expected 1.14.1 / received 1.14.2 at official-cli-v13-boundary-fixtures.test.ts:92 before the constant rotation. Matrix green with zero assertion changes — the zero-production-change triage holds against the 1.14.2 executable. Lockfile churn is pnpm 10.22.0 layout compression (key sets verified identical; only the openspec alias changes).
