webGIS: add additional geojson plugin to display arbitrary geometries

This commit (and in parts the following commits in megies/jane@dd9ed91...3ed7334) adds a new geojson plugin that can display additional data with arbitrary geometries in the webGIS. Could be eventually backported to main master.
