What this PR does / why we need it:

Adapts the console operation pages and log dialog to the Operation v2 API and
task model. It also keeps Registry optional for offline cluster creation, so
the packaged images can be loaded locally when no Registry resource is chosen.

The console branch is based on the current kubeclipper/console master and
intentionally excludes the unrelated CI change from the original local branch.

Does this PR introduced a user-facing change?

Fix operation display and logs with the Operation v2 API, and allow offline
cluster creation without a Registry resource.
