Add a Python workload runner for native/layered IVF_RQ preparation, build and repeated query measurements, with Full as its default query path. Optional cascade measurements are diagnostics. The small documentation example explicitly demonstrates the experimental cascade option; it is not the primary native-equivalent Full recipe.
Stack
Stacked on #9845. The full split stack recomposes the frozen source exactly. Current-main/internal-fork integration is tracked separately in OSS-2559.
Validation
The final split prefix passed full workspace clippy. Both added Python files passed Ruff formatting/lint and byte compilation; the benchmark CLI help completed successfully in the project environment. The complete source tree is identical to preserved Lance cdd6408. This change packages the harness; it does not rerun a dataset-scale performance campaign.
No new-head performance benefit is claimed.
Tracking
OSS-2356
Excluded from the submission scope: benchmark and example tools remain in the preserved local source; this PR is closed.
