Adds an exception to the Git Workflow rule in exact_dot_claude/CLAUDE.md. A post-merge follow-up that waits on a condition visible in the source (a list outgrowing a limit, an enum gaining a member, a version bump) goes in the same PR as a tripwire test, not as a GitHub issue.

Without it, the global rule keeps sending those follow-ups to issues and overrides the skill routing added in laurigates/claude-plugins#2911 (testing-plugin:test-tripwire, plus the session-wrap, git-issue and git-triage rows).

The pre-commit suite passes, including the global context budget check. The change adds one line.

After merge, chezmoi apply ~/.claude/CLAUDE.md installs it.

The Git Workflow rule sent every post-merge follow-up to a GitHub issue.
A follow-up that waits on a condition in the source now goes in the same
PR as a tripwire test, matching testing-plugin:test-tripwire and the
session-wrap, git-issue and git-triage routing in
laurigates/claude-plugins#2911.
