Add homepage notices backed by an operator-managed
announcements.json, so announcements can be changed without rebuilding or restarting. Support translated titles and Markdown messages, priority ordering, and scheduled start/end dates.The relay validates and rereads the file on every request. The homepage refreshes every minute, falls back to English, and retains the last notices during temporary failures while removing expired entries. Include an example configuration and hosting documentation.
Validation: relay and client production builds; all four announcement tests covering scheduling, ordering, validation, and endpoint behavior.
