Allow the CLI Mason builder to use build 5 while retaining build 4 support by broadening the constraint from ^4.0.3 to >=4.0.3 <6.0.0. The CLI minimum remains Dart 3.12.
Build 5 adds BuildStep.librarySourceSink, which breaks older BuildStep implementers, including build_runner 2.16.2 and earlier. This CLI builder implements Builder and consumes BuildStep. Fresh resolution selects build 5.0.0, build_runner 2.17.1, and build_config 1.4.0 without dependency overrides or added package names; older compatible build_runner resolutions can retain build 4.
Validation: the real Mason bundle generator succeeds with build 5, the generated code analyzes cleanly, and all 139 CLI tests pass with the current merged TypeScript and Python fixtures and CI mode enabled. The existing exact-head hosted Dart 3.12 lane also resolves build 5.0.0/build_runner 2.17.1 and passes.
