Merge context tiers from the current provider at commit time.
existing is read before POST awaits destination validation. A concurrent PATCH can clear or change modelContextTiers during that wait. POST then merges the stale map into prov and directly assigns the candidate to config.providers[name]. The later latest read only reapplies pin fields. The POST save has no tier re-read or revalidation boundary.
Re-read the current provider and merge modelContextTiers inside the same mutation boundary as the POST assignment and save. Preserve submitted POST entries, but use the current provider map as the merge base. Treat an absent current map as authoritative so a completed PATCH clear remains cleared. The impact is limited to overlapping authorized POST and PATCH writes for the same provider, but the PATCH result can be lost.

Document the new option in the Korean CLI reference.
This page adds the --model-context-tier workflow, but docs-site/src/content/docs/ko/reference/cli/providers-accounts.md does not document the option. Add the translated syntax and repeatable-option behavior so the Korean CLI reference covers this workflow.

Approved exact head e8c693a. The configured tier is scoped to routed github-copilot requests, provider identity now survives media iterations, long-context catalog promotion requires an exact modelContextWindows value and remains provider-capped, and the POST merge re-reads live tier state under the mutation lock. Exact-head CI is green; no P0-P2 blocker found. Nonblocking follow-up: add a per-model unset/tombstone path instead of requiring whole-map clear, and document the repeatable CLI flag in the Korean CLI reference.
