- Line 257: Update the per-key concurrency validation in ProviderSettings so a

pws.pacingRuleRequired; add the corresponding translation key to every locale
file.
Review comments at @gui/src/i18n/pt.ts:

prioritized before round-robin selection, while preserving each locale’s wording
for the current or previous behavior.
Review comments at @src/server/chat-native.ts:
- Line 318: Update distributed-key 401 handling in the selecting lanes: in
src/server/chat-native.ts lines 318-318, record the failed key and retry only
within the existing send budget; in src/server/images.ts lines 810-810, cool the
failed key for future requests without resending the non-idempotent POST; in
src/server/responses/compact.ts lines 910-910, cool a failed static API key
without changing pool-account refresh handling.
Review comments at @structure/transports/responses-failover.md:
- Line 159: Update stale-key recovery in the guarded dispatch flow so a rebuilt
request re-enters pacing admission or acquires a slot for the refreshed provider
before `oauthDispatch`; do not continue dispatch with the old `pacingSlot`.

@coderabbitai review Both latest pacing ownership findings are addressed in b2ddd79, with individual inline replies and regressions. Notification exceptions release slots on both fetch entry points. Refreshed runTurn selections reacquire admission at the outer execution layer and final guard. Replacement-key wait/abort behavior and layout registration pass (38 tests); related behavior suites also passed. Typecheck, privacy, structure, file-size and diff checks pass. Exact commands, initial layout failures and their resolution are documented in the PR body. Please review this head; Draft/readiness and maintainer CI approval remain separate. |

Scoped merge/CI follow-up at c19c3946f758e7ef4e6e008268dba2fd15625b49, based on current dev 3bb7a5612c.
Inspected the compact conflict composition: request-local key reselection rebuilds the destination headers, recalculates host identity, reacquires configured pacing, checks cancellation and rebinds the physical spend target before dispatch. Physical reporter/permit execution remains separate from stored key selection. This limited source check does not qualify the complete 63-file pacing/credential-recovery change or independent boundary review.
The new Bun1.4.3 238-case receipt is author-reported. No independent local execution was launched while foreign Cargo/rustc builds are active. Cross-platform CI 38320024216 remains action_required.
I also inspected failed labeler run 38320577395/job115047431109: actions/github-script failed its GitHub API fetch with HTTP500. This is automation/API failure, not evidence of a runtime test regression, and does not make the missing executable CI green. No broad rerun/CI approval was issued because that would include scans outside current authorization. Preserve required independent review/CI and owner acceptance; no sponsorship, approval or merge is granted.

@coderabbitai review Document finding fixed and validated in 75cfbd3. Please review the documentation-only follow-up; runtime code is unchanged. |

@Ingwannu Thank you for the scoped review. The reported label automation/API failure is no longer the current-head result: fresh label, hygiene and target checks passed after the documentation-only follow-up 75cfbd3. The queued-key documentation finding was addressed and its thread resolved. Runtime code is unchanged from the Bun 1.4.3 238-case merge receipt you inspected; the additional 12-case compact run and docs build passed, as recorded in the description. The current head remains within the ten-commit dev window, so no refresh-only push is needed. Independent full boundary review, exact-head platform CI and owner acceptance remain open; no approval or platform pass is claimed. |

@coderabbitai review Reconciled the test-layout inventory conflict with dev d934632; both parent maps and fixture entries are preserved. Current-head commands/results are recorded at the top of the description. Only the inventory conflict was manually edited; imported upstream integration changes have dedicated focused coverage. |

Latest-dev synchronization after upstream integration
Current head:
b8d48e7227a504586039f9a9a8a25779af42ce45. Ordinary merge of dev9b31677c4704215e8f3db1c321a38b36b40062a9, preserving prior contribution and maintainer history. No rebase or force push. The already merged Claude tier-default implementation stays in dev; this PR does not reintroduce it as a separate feature.Manual conflicts were the two test layout inventories, run-turn execution and the failover test imports. The turn-owned retry first refreshes selection and rejects an already-failed key binding, then releases/reacquires pacing capacity for an eligible changed selection. This preserves upstream failed-key refusal and this PR's per-key readmission. Both required test imports are retained.
The new upstream
explicitShardslayout is preserved. Structured comparisons against the canonical shard-aware loader verified both parents' inline mappings in the combined map and both parents' expected-fixture mappings. No entry was dropped. Layout/shard-collision regressions passed. Updated transport ownership docs without increasing their 600-line budget.Bun 1.4.3, serial standard wrappers, guarded isolated HOME and synthetic credentials/local fixtures:
Existing dependencies were reused; no operating runtime/dependency installation, live credentials/configuration, restart or deployment was performed. Documentation keeps existing chunk/content warnings. The shared-host full-suite resource exception remains because of documented CPU/RAM/swap exhaustion and concurrent-lane contention: focused integration coverage above is local evidence, not a full-repository, platform or new-head hosted CI pass. The imported upstream changes outside these tested paths still rely on final exact-head CI. Earlier receipts below apply only to their named heads. New-head CodeRabbit and readiness automation run independently.
Current-head test inventory conflict reconciliation
Current head:
527123527a58b37f8b321d33a3d4ea9c9bcabc9b. Merged devd934632184d0596e09844ae5b65d97f72e3ee924through a normal merge without rewriting history. The sole manual conflict wasscripts/test-layout/layout.json. Kept the PR-specific entries and upstreambounded-file-read.test.ts; structured comparisons verified every entry from both parents in both layout.json and the automatically merged expected-layout fixture. No manual runtime changes were made. The initial multi-line resolution reached the unchanged 2,000-line threshold; retaining the existing inline entry grouping fixed the ratchet without dropping entries or increasing a baseline. The final JSON layout tests were rerun after that format-only adjustment. A first parent-comparison helper could not spawn git inside the sandbox (EPERM); the successful comparison used git's JSON output and a separate structured parser without nested process spawning.
Validation uses temporary repository-required Bun 1.4.3, serial runs, guarded isolated HOME and synthetic fixtures:
321 distinct focused cases passed. Upstream integration/journal and non-operating diagnostic restart fixtures are included in that coverage. Existing dependencies were reused; docs retain their existing chunk/content warnings. No operational config, real credential store or service restart was touched. The documented shared-host full-suite exception remains; no full-suite, native platform or current-head hosted CI pass is claimed. Older receipts below belong only to their named heads. Readiness reattestation and new-head review/CI are separate from these local results.
Documentation follow-up validation
Current head:
75cfbd3395a8820baf25616e5273faf79e50638a. The only change sincec19c3946f758e7ef4e6e008268dba2fd15625b49clarifies that queued requests normally retain their selected key, but a cooled or invalid selection triggers reselection and fresh pacing admission. Runtime code is unchanged.Previously validated dependencies were reused without installation or replacement; existing documentation warnings remain. This doc-only follow-up reuses the unchanged runtime validation below and its explicit shared-host full-suite exception; no full-suite or platform CI pass is claimed. The CodeRabbit document finding is addressed and its thread resolved. The earlier label job failed with
HttpError: fetch failed; GitHub refused a manual rerun, so the new push triggers a fresh label job. Readiness reattestation follows the automatic new-head reset.Exact-head validation after compact conflict resolution
Current head:
c19c3946f758e7ef4e6e008268dba2fd15625b49. Merged dev3bb7a5612c35c8079f5683a6d408a6907cf98bbewithout rewriting history. The sole conflicted file wassrc/server/responses/compact.ts: retained request-local key reselection/readmission, combined it with upstream physical-dispatch observation and account retry helpers, and retained unused-permit release inside the owned dispatch guard.Tests use repository-required Bun 1.4.3 from an isolated temporary runner. The older 1.4.0 runner was rejected before test execution; production runtimes and project dependencies were not replaced.
Coverage includes new upstream compact account-alternate dispatch, rejected dispatch guards, cancellation and reservation cleanup alongside keyed compact/pacing boundaries. Existing shared-host full-suite resource exception remains; no complete suite, platform CI or live quota acceptance is claimed. Existing docs warnings remain. All older verification below applies only to its named historical heads. New-head automated review is independent of readiness.
Verification: latest dev conflict reconciliation
Current head:
47c0b252f31554997085ecc95d4abba6adda28c9. Merged dev3e58c2ce3ee5433901ed467fe87c32fb4b5c5e77without rewriting history, preserving maintainer fixes through8bf1f2907834eb7c350c5d34b9ace7a8da4aa3c9.Seven manual conflicts were reconciled: provider guide, both test layout inventories, key failover, request pacing, native Messages, and the Responses failover contract. Both parent inventories are preserved by structured comparison. The native Messages ladder retains distributed-key ownership, terminal failure recording, bounded distributed passes and shared retry counters while composing upstream credit-balance recovery and its physical-send ceiling. Distributed billing records the existing one-hour hold and checks the fresh-provider ownership predicate before cooling/selecting. Six new native/translated mixed-class regressions cover these union-only behaviors and verify saved active-key preservation and lease cleanup.
Pinned Bun 1.4.0, isolated HOME, synthetic keys/local fixtures, two workers:
GUI emitted an act warning; docs emitted existing chunk-size/content warnings. Dependency installations were reused, not overwritten. The existing shared-host full-suite scope exception remains explicit; no complete suite, platform CI, live quota/security or production acceptance is claimed. All prior verification sections below apply to their named historical heads. Exact-head CI and renewed independent review remain required before merge.
Summary
Healthy requests use the saved API key by default. Opt-in
requestPacing.keySelection: "round-robin"allocates a request-local key without changing the saved selection;requestPacing.keysadds per-key RPM, interval and concurrency limits that compose with provider and model limits.Queued native Chat, Messages, Responses and compact requests revalidate key membership/revision/cooldown, rebuild a healthy binding and reacquire its pacing capacity. Replacement admission retains client cancellation without consuming the response-header timeout. An established stateful turn cannot switch a cooled credential; pre-output key rejection uses the existing bounded recovery. Key cooldown state lives in a dependency-light leaf and retains the longest outstanding expiry, including concurrent 401/429 failures and duplicate references. Per-key pacing and round-robin use guarded HTTP/SSE even when upstream WebSockets are enabled; WS-only steering/injection requires a route without those key policies. Owned pacing body wrappers preserve opaque WS/native-control markers and live stage metadata, without marking unowned responses.
The dashboard includes save/discard controls and opaque key diagnostics. Standalone Images remains a single-send direct relay outside inference pacing; genuine distributed 401/429 responses cool the actual key without replaying that paid POST. Limits and the cursor are process-local; this does not implement token/cost balancing or TPM/RPD scheduling. Existing contributor commits and GUI screenshot evidence are preserved.
