can you put this change note below the remote signer they belong together
Drop entries for lightningnetwork#10900 and lightningnetwork#11173, which already shipped in 0.21.x, and add the missing entries for unreleased master changes, including the outbound remote signer (lightningnetwork#8754). PRs labeled no-changelog are left out.
