While reviewing #1128, I noticed that the fact that empty bounding boxes are represnted as a zero-rect is not good, because any method that expands the bounding box will include the location wherever this zero-sized rectangle is placed. Instead, I think we should switch to representing missing bounding boxes as options.
This turned out to be much easier than expected and I think it's cleaner than what we had before. It also fixes a bug, which I added a regression test for.
