Do not configure/register the SYCL toolchain unconditionally from vila's MODULE.bazel. Consumers opt in explicitly by instantiating sycl_configure_extension, binding local_config_sycl, and registering @local_config_sycl//:cc-toolchain-x64_sycl. Signed-off-by: AGENTS
pyproject.toml merged into the repo root, so python/ has no pyproject of its own. Install the package/set from the root so 'pip install -e .[test]' works. Signed-off-by: AGENTS
