Use the current llvm-devel snapshot for the FreeBSD build workflow. This build runs once per week and is not part of our general PR checks. This allows us to get an early warning if the build breaks with future clang versions, without breaking any development workflows.

At the time of writing llvm-devel is a git snapshot of the upcoming version 24 from 20260818 and Freeciv21 builds successfully.
